Yes you can get the second create without beating the last boss.

You can also do the math to check how many/which feats you need to achieve it.

Box 7 is obtainable with some wiggle room on the max possible tickets. And box 6 is 65 tickets below that. So it should be perfectly obtainable while skipping Kylo entirely. Try to get all the sector feats. You should get most of the global feats doing those. Then see what other boss feats you think you can get, and clean up whatever extra stars you can.

Kylo's also totally beatable without a GL, just heavily dependent on what chars you have invested/access to and what disks you have access to.

data disks i have some but id wager no amazing ones. i do have that leader one but doesnt really seem to help all that much lol

If you look up Skelturix's sector 5 boss video on youtube I believe he shows how to use JKR(l), JKL, HYoda + 2 other Jedi to beat SLKR. I don't know if you have the data disks for it but you can give it a shot
