Conquest Next Phase Won’t Unlock

Any suggestions on how to fix this? Phase 3 completed and phase 4 won’t unlock. Thanks.

I did it once, too. And how do you think the rest of the people here knew the answer. If they haven't done it themselves, they know someone who has.

I always blame the absinthe. I don't mention that I haven't had any since I was in a Greek restaurant more than 20 years ago. It works better as an excuse if you leave that part out.
