Cheater still in the game after 20+ reports and CG knowing

I have posted before and gone through all the right channels to get a cheater banned. I even got told CG would be dealing with the issue over 4 months ago.

Here is evidence and to not break terms and conditions I will not be showing his name as last post got me a warning.

He has
3po with trash ewoks
Chewie with trash BH
He climbs to first in fleet arena every day beating R8 Negs and Mals when he has a trash fleet.

My feedback or question is when is something going to be done or when is there going to be a better way to report cheaters. They are ruining the game.

Do they cheat in GAC as well? My experience is that they deal with cheaters in GAC quite swiftly if you provide an exact description and clear evidence of cheating from GAC histories on swgoh.gg.

(yes, I also know about those old reports of whales getting second chances)
