Conquest disk - Master's Technique (mastery)

The disk says something like: Whenever an ally attacks out of turn, they gain 8% Mastery. 1) Is that a flat 8% mastery or 8% of current mastery? 2) If an ally has 0% mastery and attacks out of turn, will the ally gain the 8% mastery, or does the ally at least need some mastery for this disk to work? (ie will a G13 or lower ally gain any benefit from this disk)
