So, I've spent my time going through forums posts... When did they up Negotiator's speed to 191? I can't find it. If I'm missing it, fine. If not, they need to tell us why this change was made.

Negotiator speed was always 191 if the ship is maxed and GK has 6 dot mods and r8.
