GP total of those that Joined is what is used for match making.

But # of slots for Defense is based on the lower total # of people that joined.

Its 50% of the # of Joined till you reach the really high GP brackets & then they start adding "bonus" extra slots to compensate for the shear roster sizes at those GP levels.

25 joined is the Minimum to get into TW.
So 13 is the lowest # you should ever see when you have 25/26 Join.
At 40/50 you hit the old Max of 25 slots.

Now w/ the new changes to TWar & the higher brackets & think the max is Double the # of slots.

We had 189M active GP with 35 members joined. Since they changed TW we've had to field 21 members per territory in this Tier. I believe it used to be Tier 3 before they added the new tiers. Now it is Tier 11. So, the "bonus" extra slots start well before the really high GP tiers.
