Inbox Functionality

Maybe I'm missing something - when you update orders in TB and click "confirm and notify", that usually sends a message to the inbox of everyone in the guild, correct? Sent several of these today and no one in my guild has gotten a message in their inbox. Asked other guilds and it seems it's not just us. So am I missing something about how this works, or is it broken? Waited several hours, restarted the game, still nothing. Raid rewards and other messages are coming through as normal.
F2P since the last time I bought Kyros, Crystals, or the Conquest Pass.
