Help: Can't submit Bug report

Hey there, I need your help. I am unable to find a "post", "submit" or anything to complete my bug report. What am I doing wrong? I tried preview, compose, html etc., have filled out all the formulars but I can't post it. Cookies are allowed (without advertizing ones), I've deleted cookies, cache ans website data. Nothing helped.

Ok, after some minutes I did what I had tried several times before: I changed from compose to html, did "preview" again and finally it showed me the submit button.

By the way, I could only fill out the formular by using english as website language. Otherwise the dropdown menu was empty and without selection I couldn't proceed. In addition, the error message in german was wrong: It means "Pflichtfeld", not "verpflicht veld" (which is Dutch)
