DSGTB Enemy Speeds

Does anyone know (roughly) the enemy speeds in phase 4 of DSGTB? Trying to figure out what speed is needed to go first. It appears Clone Sarge is faster than 341 (and he can aoe and remove TM from the entire team on his first turn)
