What a ridiculous post.

In previous marquee events we couldn’t actually choose Han at all because the events are hard coded to give the marquee unit the first turn. I used to wonder why they did that because surely nobody would make a thread complaining about Han not going first if he could be used.

Turns out somebody would.

You seem to be a new player, CG has addressed this issue before that Han will not shoot first in certain events but CG will not put resources into fixing those corner cases. Which I guess is a valid prioritizing given the plethora of other more gamebreaking bugs they have combined with their developers being busy working on the new Lotr-game
