Is this player cheating?

Apologies if this is not the correct place for this. But I couldn’t see where else it would fit.

My ship arena shard has approx 20 executors in it yet there is a player with 1m gp, no 7 star ships running a 6 star home one that is sat inside the top 5 and has been or over a week (when I first spotted it) I don’t see how this can possibly be legit?

I reported it in game last week and nothing has happened. What am I missing?

He’s probably using software to cheat. There’s 4-5 in my squad arena and 2-3 in my fleet arena beating 7 star ships with only 3 star ships. Nothing is being done about it. It’s unfair cheaters are allowed to do this.
