Tusken raider omicron need to defeat both at the same time

I just went againts tuskens in GAC and I had to defeat tusken raider AND the summoned tusken at the same time in order to win (hopefully I went with characters with AOE). Is this WAI or a bug?

Or you use someone that prevents revive (and you don't do the same mistake a me and mistake the sommoned one for the real one, only the real one can be perma killed )
