Gear question - upgraded numbers

When you upgrade a gear slot and a green number appears next to the white number in your toon's stats - for example Speed 131 (+6): is that toon's speed 137 or is it still 131 and will be upgraded to 137 when you move up an entire gear level? Why do they used the green number? Thanks!!

The toons speed will improve as soon as you equip the gear. The green numbers just indicate what improvements your toon got on the current gear level.
