Conquest Store isn't offering Ben Solo for crystals

Is this by design? I can buy Ben solo shards with conquest currency, but never have I seen him available for crystal. Normally, as soon as a hero enters the conquest store, you can purchase their shards with crystal, when RNG shows it. I have yet to see Ben available for crystal.
