Do I 7* Negotiator or unlock Malevolence?

Hey everyone.

I've just 6 starred Negotiator, I'm wondering which has more value, carrying on to get 7* or start working on unlocking Malevolence?

Republic are my strongest ships, separatists are next.

I unlocked both at 5* first, assuming that the top of your fleet shard is exec and profundity, getting negotiator to 7* probably won't make much difference, but having a second good fleet for GAC would.
