To expand on that, I really want to know for any farm, what am I getting besides the character itself and immediate obvious projects. I want to know if theres a new rotating event? Will this character be core as a pilot? Needed for TB? ect ect.
So to really know when to switch over to GL Leia, it's going to be a question of the timing of existing projects vs timing of when her requirements are available / needed.
Generally speaking though, I find that moving farms is typically bad unless necessary. Focusing down an existing farm is almost always better than switching a farm in progress to a new one.
Will GL Leia have a Conquest Lifter, or have her own squad capable of taking on Conquest Lifted GLs (like Jabba has)?
Will there be additional events or ROTE nodes (besides the new Raid) that GL Leia will be useful or required in?
Will she work with all Rebel allies equally, or only a subset (Rebel Fighters, a new Endor Rebels tag, or something)?
Will farming Leia quickly have a long time to have return on investment in GAC / TW / the new Raid before the next big new thing comes?
Details on the new Raid (specifically whether guilds will need to move to it to keep getting their current Krayt level rewards, or if the rewards are significantly better than unaltered Krayt rewards) would also be helpful.
For me personally, I’m close to Levi and JMK so me dropping both of those for Leia is very unlikely, but I may go for her after those two.
- what will they bring to the game that I don't already have?
- what is their overall value? (IE Jabba is clutch in all parts of the game, but toons like SEE and Aphra, to me, provide almost no utility for what I need)
- will if save me time in game? If not, hard pass. This game requires way too much of my time and without easy to use, valuable, worthwhile, unlocks.. what's the point anymore?

Let me answer you question with a question.
What information that made you move your farm over to Leia?
The biggest thing, though, is seeing gameplay out in the wild. Seeing what she counters and what counters her. This informs the level of investment (obviously seeing all the reqs but I feel like that is obvious to the point being an unnecessary ask) that I deem worthy and crucially where she falls priority wise with all the other farms I have to do
I’d be confident that there would be raids, resources etc to encourage Leia uptake, but testing is the thing that matters to me.
Will she be required for an event, like Jabba and SR2?
What will her tags be for Assault battles/raids?
Will there be Leia specific missions for Hoth/Geo/RotE TB?
Which tags will her kit have synergy with? (Rebels, Rebel Fighters, Ewoks?)
And will there be a specific faction created for her like Jabba with new toons?
Honestly the rest of the requirements would be nice as I am a rebel heavy account.
But also how useful she is in other events. Will she have an event like how jabba is used in one. Or will she be required in LS Territory Battles?
Is her requirements something that can be used in her team?
How useful is she in the new raid. Assuming she can be used there.
I would switch if I see that I'm closer to X than to Y. Or if I see that I could get them both if I farm some resource a bit more extensive.
Of course if forums provide a bit more ROI on a GL that would even be better for the decision process to switch.

I think the best they can do without telling you all the requirements from the getgo is give vague information
-> Requirements will include 2 units at R9 (since that is current latest Relic Tier)
-> Requirements will include 3 units from Journey Guide
and the actual units you wait and see as they announce once every 2-4 weeks
No way a conquest character will be needed.
Not that i will farm her immediately because I still have to farm the older GLs.
But, i enjoy how the story always goes.
2. Will the krayt go away once the new raid releases or will it go on rotation?
3. Requirements? But I mean who doesn't want to know this early.
4. Will she (Rebels) get a strong DC right after releases or some time afterwards?
They required two for the Levi; if they did require one I wouldn't be shocked
