C3p0 event bugged

So I completed the stage 4 event, this should mean i have 100 shards of him, I currently have 75 shards, I have redone the event to see if it was just a glitch it is not, after this I raised a ticket to be told "Hi there!
I will like to inform you that this is something that is totally managed by the servers and we will not be able to make any changes to it."

Does this mean
1 I will have to do stage 6 to unlock C3P0... yes
2 I will never be able to 7* him there for never relic him... yup
3 unlock jabba... fix the game
