They changed the relic requirements in the most recent datacron set. R1 for the lvl3 bonus, r3 for the lvl6 bonus and a toon needs to be r5 for the lvl9 bonus.
It was announced in a recent dev post.
They’ve said it’s just for this set, but hopefully they’re testing the waters on a potential change.
