How can I report cheaters?

Title... There's this dude I ship arena taking first place with à really really crappy Fleet, when everyone in the top 20 has relic 5 ships.

Here is his Fleet. I'd say at least my top 20-30 is full of packs for the Raddus prerequisites. If I fight him in auto, I win in 3 attacks. There's no way he can really take first place.
Am I missing something?

Thank you! I am not too sure how I could get my hands on his ally code, I do have his guild name and username, would that be enough?
