I would like to know, which inquisitor has the best leader ability for doing the Grand inquisitor's journey, and which is best for general play.(not counting grand or third sister)

Different leaders for different tiers. 5th is “the best” if you aren’t taking nuance into consideration and want a single blanket leadership, but good luck taking down ATF without 7th sisters lead. 2nd sister is useful against Ezra.
