Can we get a summary of impact on rebalance of damage at level 70? Or is it only a max level 80 adjustment?

So far there is a non EA site datamining. It put out information of adjustments to previously unachievable level 80 max stats versus new achievable max stats. Case in point - yoda did not get a 70 percent damage decrease on aoe.

I would like to understand actual damage adjustments. It would help to squash the noise of nerfs
