Should Cad Bane be added to levels or shipments?

Do you think that Cad Bane should be added to levels or shipments somewhere?

F2P Unobtainable character's need to be set free. People have already made their choice of weither to put money into the game or not and shouldn't be more limited than others in character development.
I could understand an initial term to pay to unlock, such as Rex.
But there is a lack of high star/lvl scoundrels and Cad Bane would be an excellent addition to an anti Jedi team.
Side note on asajj ventress: given her past shouldn't she be a scoundrel as well?

Yes but you will be disappointed after you farm him. He isn't great and he is very squishy.

I have enough shards to ugrade him to 7*. Unfortunately, he sucks currently. without an increase in speed or more health and/or protection he is worthless.

Well, EA/CG has been slowly releasing chromium characters to cantina, so your wish will probably come true....although Cad Bane is awful right now so if don't know why you'd want him. Aayla and Leia would be much better choices.
