How to add a pic

Well I've been on forums before and know most require so many posts or something to weed out spammed before allowing u to add a pic.... How do I get the ability to add a pic on here?

I think you need to go to the full (non mobile) site. There's a link for that. Once you're in the full site it's one of your options in settings.
