I think from rank 7 i cant attack rank 2 but from rank 11 i can? sounds about right

Just pray you get to rank 11 most of the time to save your battles .drop down then creep back up right at the end of the prize cycle works for me.

Yeah, 11 can hit 2, 12 can hit 3, 13 can hit 4, but 5 cannot hit 1, 6 cannot hit 2, 7 cannot hit 3 (up to 10 being restricted).
