He just did it twice today. Cooldown was still three turns left and he devoured a toon.

This is also happening to me, but he is the Rancor and Rancors do **** they want ...lol

It's a result of the Rancor Slam.

Not sure it's the same bug, but on my first attempt in phase 2 Rancor started the battle with Devour NOT on CD. Even after retreating it would always devour someone on its first round.
