Unable to Promote Member to Officer

I always get error message simply saying you can't promote this member

I experienced this as well. Turns out there is some sort of bug with the members profile. He can't create guild, be promoted to officer, see the guild chat, or even change his name. In his case his profile is flagged as under 18 age.

He spent time in support with EA. They told him it's a known issue but SOL for now.
