Is 7* Vader possible yet?

I'm just asking cause a guild mate brought up a person on his shard that has a 7* Vader. Just wanted to know if it's still an exploit and if he should report it.

With some hard grinding, and luck in the shard shop, I should imagine it is indeed possible.
