Turn meter persisting across GW battles

In the last few days I've occasionally noticed the turnmeter persisting across multiple GW battles. For instance, if I run a squad with Dooku and Barris, Dooku should move first at the start of a given battle, assuming another toon has altered things. But in a few instances, I've noticed that Barris will move well before Dooku even though nothing has occurred to alter their turn meters (e.g., Dooku being stunned). It appears that Barris' turnmeter is carrying over from the prior battle.

It's a recent change, but intentional.

If it is intentional, was it mentioned in a Game Updates change post? I don't remember seeing it.
