I actually see him as balanced. Good dmg, great abilities, low health, and in about mid in speed, low potency. And I was expecting him to be op. If his 1st shot stun is a non avoidable, and a 100% stun, then I could see issue, but besides that looks good all around

Low potency (45) however paired with old Ben as lead, they will evade for crazy for 2 turns seeing he adds evasion up for 2 turns

Shoots first is only at the beginning of the match. After he shoots first, then the next turn goes to the toon with the highest speed.
He can use deadeye on his next turn. If he has advantage at that point, then he should be able to go again immediately.
