Plo Koon Quelling Blow Dispel Not Dispelling Some Buffs

Plo Kloons basic attack: Quelling Blow will not dispel the following buffs:
Crit Chance Up (from Leia)
Defense Up (from various)
This inability to dispel is beyond the typical resist. These buffs are not cleared even though there was not a resist.
