Many abilities don't do what they say
Upgraded Captain Phasma from level 1 to level 2 for his victory march ability. Level 1 listed allies gain 45 percent turn meter. Level 2 was supposed to add 5 percent. After upgrade it said 30 percent. Since there's no way to know what will happen when you upgrade an ability it's basically upgrade roulette. Fun stuff.
