That's not the point. They apply their buff to everyone regardless to faction, while Bane only does it to his faction. Ben should only apply to jedi or rebels, while dooku should only be droids or sith.
It's not really an evasion issue so much as general lead and synergy lead power is completely out of whack. In almost every case all purpose leads are stronger than similar synergy restricted leads, when it should be the opposite. The power of a synergy lead should help entice you into playing a synergy squad, not dissuade you.
If a general lead gives 10 portions, a synergy lead should give 15-20.

Agreed. There's no strong incentive to put together a faction specific team right now because faction specific leads are no where near as good as generalist leads. CG has to bribe people with special events to even begin getting everyone to consider working on a faction team.
Actually it's worse than that. It's just two leads, Dooku and Ben, who dominate the game's leads with the same lead synergy for dodge. The only viable faction teams right now for end game play are Droids and maybe Rebels.
It's shouldn't be like this. People who choose to work on factions should be rewarded with a team that's stronger than the sum of its parts. And that begins with having leader synergies that are much stronger for faction specific leads than what they are now.
