Health Up/Health Down

Does anyone know how these two buff/debuff works exactly?

If i get Health Up, Max health goes up X%, and lets say doesn't get hit at all, at the end of the health up, does the character lose the extra HP's that the buff gave? I'll use basic numbers to keep it simple. 100 base health, health up gives +10% (10 health) and goes to 110 health. At end of buff, does max health go back down to 100, or does it stay at 110?

Same with Health Down, if character stays at 100% health with the debuff, does the afflicted character keep the "lost" HP from the HP down. 100 base health, -10% health down goes to 90 health. At end of debuff, does it go back up to 100 or stay at 90?

Looking mainly at Grievous' and RG. When RG gives defense/health up to empire, and 1 guy gets focused and dies. The rest of the team with health up at the end of the buff, do all those HP just go away? Ultimately it just ends up being a waste of ability if the HP are lost. Yeah they could be a benefit if they chew through all the protection and finally start hitting HP.

Grievous' HP down, wouldn't mean anything if they just gained the lost HP back, but would be quite powerful if the lost HP stayed lost. This would also mean that the lost HP would be healable if it worked that way.
