Cantina locked on lvl 30

Hello everyone,
I don't understand why I cant use the Cantina Squad section even if i reached level 30 (while it should be lvl 28). It says I have to complete the other missions. Does that mean I have to complete ALL light and dark side before being able to use it?
Im confused, it doesnt make any sense if thats the case.
