Defense down inconsistancy

I have seen at least four times now that Hk-47 can inflict defense down on multiple characters even when they have tenacity up, and only defense down.
I have also noticed a few times that when inflicting defense down on a character with defense up inflicting another de-buff will cause defense up to change to defense down.
Whether these are just visual bugs or actual significant factors in the game it seems that defense up and down aren't totally functioning as intended

I can confirm this. And hk-47 is the only one that can do that, I haven't seen this with others like Phasma.

According to CapitalMethod on reddit:

* Tenacity Up doesn't grant 99% Tenacity, it grants 9,999% Tenacity--basically, the unit will absolutely always Resist any effect that can be Resisted at all. (If they don't, it's a bug.) This is why the Tenacity Up buff description is "Always Resists negative status effects".

So even a 100%+ HK-47 shouldn't be capable of applying defense down on toons who have tenacity up active.
