T7 is "harder" so less restrictive hitting? Sounds like a win. More health on it would have worked but I guess thats one way. And seems Luke as a leader may function as a debuff shield for your team like it seems he should. All in all, the sly way it happened may not be the best, but the overall issue isn't a big deal to me.
So the patch notes said the normalized tenacity and potency on gear. Its not stealth. But the problem me is they didn't normalize it for raid bosses. Making a full complement of potency up required for raids. And for some that still won't be enough.
They just need to change raid bosses tenacity so that a full set of potency isn't required and we can have more modding choices to play with.
