Rex isn't the only toon that got nerfed. All my 7* fully geared toons were nerfed just so that we have to work again to bring stats up again.

His main primary with TM is now 18 potency. Never works. You can attempt to mod it back but you lose the mods that would have helped him get offense or more potency or more speed. Massive nerf.
