What about creating mod+gear synergy?

How about instead of nerfing mod power or continuing to make mods hard to get and level up, they simply make mods require certain gear levels to be fully effective?

I think this would address certain concerns about a 5* toon with gear VI being able to steam roll a fully geared team. (Which, I'm not even sure is possible in the first place.)

This would hurt me personally because I only have one toon with gear IX. The rest are gear VIII or worse.

I would lose some use out of mods short term but it might create more of a power curve.

There are a couple whale teams in my shard that have garbage mods and I can still easily take their toons because I was fortunate enough to get some decent mods before Precrafting 2.0 hit.

Just a thought.
