Probably, reliably but not guaranteed, I haven't tried though.
Asajj Ventress works and so does Windu of course there's resistance to overcome. I think only the damage is "unavoidable" for Teebo's special, I believe effects proccing are calculated separately..

I have a 5* Teebo, and he does a great job of removing taunts. Coupled with the ewok elder, I can remove buffs on the enemy and my team. The ewoks are underrated, they are a pain in the butt to farm which is why nobody uses them. My scout crits like a boss.

My experience with Teebo is been 80% removal rate. Not to bad.

80% removal on Poe is pretty good, Teebo might do pretty well with the update too.
