Raid rewards possible nerf?

Just got my rewards from our last heroic raid and only received 1 type of gear. I cannot remember ever only receiving 1 type of gear in a raid ever much less a heroic one... Anyone know if that's always been a possibility or is this new?

You got double raid gear. It only puts it as 1 item combined. 25 for the 1 box and 10 for the other
