Storm trooper Han's "Draw Fire" bug?

Today I used Anakin's buff block(DeftBladeWork) on StormTrooperHan before he could taunt. And even though StormTroopHan taunted, he still gave the team turn meter even though he was buff blocked and had no taunt icon above his head. I'm not sure if is working as intended but it doesn't seem like it is.

I've experienced this all the time as well when I used B2 to apply ability debuff.

The taunt will not apply but the TM on hit still applies

Not sure if working as intended as the ability doesn't state it applies jointly or independently from taunt
