Tactical Genius and Palpatine - bug or intentional?

Ackbars Tactical Genius gives the cooldown and 100% TM on the emperors Let the hate flow but does not on power of the dark side.

I'm assuming this is intentional to not break the game with mass AoE stuns but can you clarify or make an in game marker on the abilities that they don't work together

Also a well known bug is that old ben special ability doesn't trigg Ackbar Leader ability ...
So i'm wondering if AA is not a bit broken

disregard everything I just said.

Guys he's not talking about triggering Ackbar leader, just the TM reset. Seems like a bug.

Landing debuffs count as attacks, even if they don't cause any damage.

Tactical genius doesnt reduce cooldown? Seems wastefull aswell, the emperor provides himself with lots of TM when using his abilities.
