Duplicate characters from packs now promoting instead of shards?

I could be wrong on this so I need verification. I pulled a clone trooper sergeant from a bronzium pack this morning who I already have. I was confused when it did not convert to shards. I went into my character list to see him now at 2*. With the update do duplicate characters now automatically add a star (promote) rather than giving us "half shards"? This would be a welcome change.

I pulled an imperial guard guy from bronzium and just got the awesomeness that is 7 more shards.

I pulled a another dooku from bronzium this am and got 25

Hmmm. So either mine was a one-off style glitch...or I already had him at 2* without remembering and got ripped off without any shards/. Weird.
