Bugged or working as intended?

Was doing the scoundrel event tier 3 (I'm not ready for tier 4 yet) and I noticed that several times the underworld police would get back to back turns. Nowhere in his description is that ability listed and it never happened in the previous events. Anybody else notice something similar when they did it? Is it supposed to be this way to make it harder or is this bug that got out there during the update?

CUP gains 20% TM for each negative effect he applies, so with this AOE inflicting offense down he can get back to back turns.

He does it after using his basic and oftentimes he doesn't stun. It's just like a random 80% bump to his turn meter and then he shoots again

Yes, I saw this as well. I entered stage three and my Chewie went, then all of the CUPs, then the rest of my characters. Seemed like the enemies were getting extra time from somewhere.

They are crazy fast. Like 250+ speed.
