Why Hand Solo is the cheapest character in the game

Because you have no counter for his first shot. He can wreck any team by stunning the fastest character who gives turn meter so there's no competition just easy mode.

They should make his base potency 0 so people have to work for that shot. Make them make him super squishy with all potency mods and potency primary. And make tenacity work

His base potency is already only 12%! It is lower than any other character in the game that has stun as a primary feature.

Han Solo is IMPOTENT. Then when he faces Palpy, his potency becomes reduced by 32%. How is that not an answer?
