So, I was doing tier 1 of the military might event with both Hoth Rebel Scout and Han Solo. On one round HRS made the final kill with "Rebel Assault", which crit and gave him 100% TM. Next round, HRS went before Han Solo did.

Probably Side affect of the way they make Han solo go first, he starts with 100% TM. Since you had HRS at 100% also it is rng who goes first. Similar to Han solo vs Han solo. Both start with 100% TM rng decides who goes first.
