Tusken Raider Omega basic bugged?

I just omega'ed Tusken Raiders basic ability (55% chance to reduce 50% TM) and over the last few raids it seems to proc way less often than it should. I began counting the last two raids and found that over 232 attacks, it initiated the TM down (Resisted+TM down) 84 times which is closer to 30%. Can this be looked at to confirm its not just bad RNG for me?

72%, but i counted both resisted and total tm downs for the proc attempts

@CG_Kozispoon this should def get looked at, I and some others I know are farming him for his basic alone.
