If this was an invalid question we'd see dozens of different characters being run as leader to suit all different styles. We only see about 5, so obviously some leaders are better than others.

There gonna be some blantantly useless leader abilitys yes but the reason you see a lack of diversity is not a statement to the effectivness. Its a statement of the game being new and simply lacking diversity. That will change over time.

I will bite anyway tho and call sid/lumi/phasma as "best" leaders from ur list since they can leade any team as their abilitys are fairly universal.
But again, it depends entirely on the team your leading so nothing you listed is better, they are each better situationally
