Locked out of guild raid rewards

I recently rejoined a guild that I left two months ago, with no activity in between. When I participated in the next raid, a notification informed me that I was locked out of raid rewards for two days because I recently left a guild.

I understand there are some measures in place to prevent guild hopping, but shouldn't the basis for the lockout then be both leaving and joining a guild within a specified time period?

Are all new guild members locked out of raid rewards for two days or was this just a bug?
