Other players lesser level with higher health?

Im a bit of SWGOH newb but I do ok (currently level 52). Ive noticed in GW and Arena that other opponents I go up against but a 3-4 levels below me i.e. 48-49 have the same characters but with way more health - 2-3 more green bar segments. How can this be?

Whats the best way to get your players green health bar up. Im promoting and gear levelling my characters as best i can.

Also with Jedi Consular gear levelling from lvl 5 to 6 - one of his components for a crafting requires 20 x Mk 4 pieces = ****! 20 - most are 2-5 items.

Health points are my main issue - please help!

Some characters have more health than others, gear plays a big role in health as well.

Gear and adding more stars (collecting shards) are the best way to gain more hp.
